Key Leaders is a type of rank, but they don't have full power as Council, but yes, It is similar to a clan council.

I'm working on the defining the Types of Leadership and ill post a Topic for our clan to read to understand the Master Key, Key Leaders, Lock Leaders, and Door Members and their powers over the clan.
